William Garland

Former Department of the Army Civilian (GS-15) with over 20 years of leading and/or serving in organizations focused in solving military challenges. Bill served as the military Product Manager and the GS15 Deputy Project Manager for Department of the Army G/3//5/ U.S. Army’s Rapid Equipping Force (REF) from 2006 to 2011. Upon leaving government service, He founded Connect 9 Solutions (C9S), which developed and implement the Army’s Energy to the Edge Program and DoD’s Peace Keeping Operations Net-Zero Program in Nepal. C9S partnered with Synovision Solutions on a number of ventures including AUSA’s Innovation Corner, primarily responsible for industry outreach.  Bill is a graduate of the United States Military Academy.  In March of 2018, Bill acquired Synovision Synovision Solutions from Dr. Bruce Jette, PhD.
